Lee is right, walking next to a girl is so much more natural but if you are going to stop a girl walking in the opposite direction don’t stare her down as you get closer, don’t let yourself wonder what her reaction will be. Imagine you’re seeing a friend walking down the street and you’re going to stop and talk for a minute. No obsessing, no second guessing. When she’s about 4-5 steps away, stop walking, put up your hand and say (with a smile) “stop for a second” (or something equally unambiguous) then say something direct like “I saw you walking and I had to say hi, you’re adorable”. Some blow right by, most slow down but say they’re in a hurry, but a few stop with a big smile and are flattered that you were so direct.
